There are a bunch of spies in the country because every major nation in the world has spies everywhere. They mostly hold mundane jobs, working in various sectors of industry, or even working at embassies (all people who work at embassies are spies). It works both ways though, and during the Cold War, having spies meant the US and USSR could still communicate, even though neither was officially talking to the other; this was necessary to a large degree considering each country seriously considered glassing the other one, and had the means to do it, if they considered it necessary. Without those spies, either nation could have wildly speculated what the other nation was doing and considered the glass option more necessary than they actually did, because they were constantly receiving information about what the other nation was generally up to.
Most of that 100,000 are not James Bond type spies... They work some shit job, and report to their handler sometimes about what they see at that job.
