Those two kids look Hispanic. So are most of the people in the background. For those that don't know South Padre Island is a beach resort town in the deep south of Texas.
South Texas is full of Hispanics, a lot are poor Mexican immigrants but there's also plenty of Mexican-Americans and Tejanos. And the latter groups are more wealthier and Americanized than your average Spic. They're also slightly whiter too. I've made friends with some of these Mexican-Americans and they're far more better off than me and sometimes come off as spoil to me. In college I knew a lot of them already with their own cars and nice ones too. Their families often had Mexican maids or care. I knew one guy in particular who had a Mexican immigrant carer who later moved to Houston.

A lot of African Americans just like liberals are leaving the south and north east. With a two year degree back home they may be able to rent a home, buy a used car and not have much left over at the end of the month.
