It's still conjecture, but worth looking into.

I think he meant that while the attack was politically intended to bring about an anti-immigration sentiment it also killed immigrants. I think the manifesto wants the end goal to be removing Muslims and non-whites from the West. I'm not sure if I believe that he's genuine, but the text read straight say he is.
