People on this board claim that PISA/IQ test scores are 80% dependent on genetics, and that a country with a high white share of the population will always be superior to one with a low white share of the population, given that their economic conditions are similar.
Economics probably plays less of a role than the education system. A better way of comparing would be to divide a country's results by race, possibly correcting for some factors.

A. You're assuming "whites" (European ethnicities) all have the same IQ -- which isn't the case.
B. Averages
The average Icelandic IQ is 101 (Population 338k)
The average for Ashkenazi-Jewish-Americans is 110. (Population 5.5 million)
The average (East)Asian-American IQ is 105. (Population 8.5 million)
The average Euro/White-American IQ is 100. (Population 197 million)
The average Latin-American IQ is 95. (Population 59 million)
The average African-American IQ is 85. (Population 46 million)
Average IQ of the US is thus: 97 (I did the math)
That's a 4 point discrepancy, which is negligible. Culture and other smaller variable are at play. If anything this proves the validity of IQ and it's predictability for success. This is also assuming those IQ figures are correct/up to date.
