The flashing light disorients and makes it easier to shoot people, it's a special forces thing. Tactical lights are really fucking bright, they generally have a couple strobe settings

It's a dazzler I have one. It's very bright and constantly goes on and off, fucking with your vision. It makes aiming at you really difficult, or in his case, makes rushing him very difficult.
