Employers have to compete for employees. The wages of labor are constantly in flux due to Supply and Demand. The employer is not making a choice to pay a low wage.

Revenue - cost = profit. A typical low profit is 5%, average is 10%, high is 20%. Guess what profit margin something like fruit picking sits at? Again, we need white teenagers filling those jobs. They can afford to live with their parents because their parents are covering their rent.
