I'm pretty sure it goes state by state, but generally, no it isn't legal to fucking splatter a robber's brain on your wall. You have to demonstrate that they were a mortal and imminent danger to your life and that you used the amount of force necessary to deal with this threat. So if someone is stealing jewelry and you catch them trying to run out with it, you can not shoot them, you will go to prison.
