I did a bit of research. Google "asshigan e rasool comittee" (which is on that sign in small letters) and you will see a lot of articles about an incident that occurred in London, which is not Muslim-majority. The photograph on the right was likely taken in London.
Let's go through those 4 points.

In many Muslim countries (including Egypt, Iran and Pakistan) there is technically a law against the smoking of cannabis, but the law is not usually enforced.
