Started with OPEC/Saudi Arabia purposely lowering oil prices to provide cheap oil to all global buyers for a number of months (could even have been a year, it's been a while), which obviously hurt Alberta tremendously. After that, any oil pipeline project has been infinitely stalled or canceled due to Native American/environmental protests.
After that Saudi strike, it's never been the same and there was constant layoffs of hundreds of people at each major oil/gas corps.
Since Alberta didn't invest into any other resource or invest more into actually refining oil (instead of just drilling for it) it's permanently crippled.
