The problem in the UK is not the building materials, it is the land. We are a small island with 70,000,000 people.
If one party allows the construction of the hundreds of thousands / millions of extra houses that we need, they'd be voted out of office. People don't want more house built around them.

You can build a house and you can just buy the parts to build it yourself. But land is very expensive and ghe bureaucracy and taxes are killing you too. In America you can buy a house with 50k in equity and finace the other 200-250k with mortgaes, no way Jose you can do that in Europe. You’ll end up with a shitty (pic related) home 45min from the innter city for 350k and they make you put down 150k equity for it which you can only afford if you sell dead granny’s apartment.

Outside of large cities like Berlin, Munich, Frankfurt there's plenty of houses, actually there's a glut of old boomer houses for sale in many areas. €250k will easily buy a decent house half an hour drive away from a large city, if you're willing to invest in a fixer-upper you can find houses at €100k in the rural areas. It's all about where you want live and find work.
In rural areas and towns below 50k outside of the tourist areas, you can get land and houses for virtually nothing. In cities with a population of 500k or more, apartments are expensive and houses only for the very rich.
We have a labor shortage, but that is because of our strong industry and the German younger generation going to uni rather than starting apprenticeships in mnufacturing companies.

Over the last decades, the job market has shifted from manufacturing jobs that were scattered throughout the territory to jobs being only available in big cities. The infrastructure has not kept up with that change.
To fix most of the housing market, you just need to invest in infrastructure to decentralize the job market (to some extent) and to facilitate inter-territory mobility.
However, here's a little secret. Everyone in a position of power knows this. They know and they will make sure that the value of their property they purchased for investment purposes steadily increases in value. Next time you're stuck in a traffic jam, or in a packed train that's 45 minutes late again, ask yourself who's responsible for this.

I cant argue about the bigger initial cost of housing with better quality compared to lesser quality, but I can say how you offset the cost and this goes in any technology:
1. better ROI - you save on maintenance dramatically and you can buy used, quality lasts and you make entire house and materials (=less construction waste e.g. old grown wood prices today) more affordable to other gens that can REUSE it.
2. minimize on gimmicky features - triple bathroom, master bedroom, ISOLATION (yes, you can live in a not super isolated house) etc. make them functional but smaller
3. once quality becomes standard, the price of quality will drop - bricks arent supossed to be a luxury material but they are now.
4. prevent guys named Chip Lee and Billy Bob who own conctruction companies to import illegal labour and lobby lawmakers to make house standards for inferior technology
