Back to OP: you're probably mixing up liberals and commies. American, by any chance? In the US, Christians are common enough that oppressive rulers regularly appeal to them. The American right has a weird fixation on Israel that gets it priority treatment; as a result, while Israel's tiny in numbers their oppression of the Palestinians is well-publicized. There simply aren't enough Muslims in the US or most of Europe for an oppressive ruler to appeal to Islam for justification and get away with it. Just like there's not a lot of grumping about Hindus or Buddhists or atheists in the US.

You're talking about Protestantism that's decentralized. Most churches have fairly centralizing doctrines and practices with only a few priests at the top making interpreting for the denomination. Protestantism is the opposite with everyone allowed their individual interpretation. That's why the west has so many denominations and the rest of the world have a handful. It's the whole reason western liberalism was allowed to flourish, it's in line with protestant thinking. There would be constant war if the protestant denominations fought over what laws to make and so the governments became secular.
