A combination of things. Blacks are less intelligent on average. As society became increasingly cognitively complex they got left behind. Cheap Hispanic labor flooded in and denied Blacks better jobs. To expand on this: personality is heritable. Intelligence is heritable. Culture is an extension of these things, influenced by one's environment. If a Black baby was raised by a Japanese couple he would face enormous environmental pressures to act and think like a Japanese, but his personality would have a distinct Black "flavor". Give him some Black friends to associate with and they would act more like themselves around each other and start creating memes that they could enjoy which native Japanese might not or would not create on their own. Drop 100,000 Blacks in the middle of Japan and suddenly many of them wouldn't even need to interact with Native Japanese at all in their daily lives, and they would be even more free to act like Blacks and they would become themselves. They would speak and qrote in the Japanese language and would have a diet that enjoyed seafood, but would they ever be Japanese as we know the native Japs to be? Probably not. They would probably act more like Blacks as we know them to act around the world (on average).

We also live in a cognitively complex society. We sell complicates insurance policies. We conduct biomedical research. We have a complex legal system which governs almost every aspect of society like taxes, the environment, industry, driving, etc. We build advanced computers and vehicles for space travel and research. We have an infrastructure which has removed us from the stark realities of nature. These are things which can only be accomplished and maintained by intelligent people. If our collective intelligence is diminished we would spiral downward, and as our environment worsenes so would the environmentxs effects on our level of intelligence. This is why I believe Black communities languish and inevitably end up in ruin, with subsequent generations worse off than the last, until they reach the lowest point our social safety net will allow.
