The real answer is simpler and more elegant. Make student loans dischargeable in bankruptcy again, make colleges responsible for repaying the government in such cases, and end all non-academic scholarships. Sheer financial interest will force universities to return a proper RoI or go out of business.
I think the claim that millenials don't know about the holocaust is sketchy. I recall so much time in history classes and assemblies devoted to the holocaust. If anything the holocaust is over emphasized in schools. Think back to how much time was devoted to the holocaust when you went over WWII in history. I bet it was a lot.
