The problem is that inner city schools are fucking terrible. When the only requirement to pass is not cause a disturbance, you expect these people to be able to open a book and study on their own? The standards of the schools are so low that even students who do well and want to learn are not up to the standards most universities demand. The schools are decrepit, the teachers have 0 motivation to teach kids who willing smoke in the hallways and play tag with the principal or security officers. If they ever want to change things, we need a huge top to bottom change of literally everything.

Maybe more opportunities for free boarding school that are strictly ran. Let kids get away from a terrible home and go to a place with actual standards.
