Am a tech guy and cache does matter. Changing modems etc. does not. You would need to clear cache today as apparently the blocks for ISPs that aren't Telstra or Vodafone went through today sometime. The cache in question is Windows cache which will remember the IP if you've been shitposting here all day lol

Optus might be using a dual stack (both IPv4 and IPv6) and if so then IPv6 settings take priority. Try using IPv6 DNS servers in the IPv6 section for your network adapter. Google DNS for example: 2001:4860:4860::8888 and 2001:4860:4860::8844
