all they can do is drop the domains from their dns, and no one who visits these sites is so technically incompetent that they'd be using their isp dns.

at some point a few years back the US decided that DNS censorship was not 'real' censorship and did not violate freedom of speech. This undoubtedly gives everyone else the precedent to use it heavily with out even feeling they need to justify themselves. It will block things from the masses of normies, and having to actual justify some real active censorship for the sake of the people who know how to get around it is not worth it for them, at this time.
