The federal government only has authority over things the constitution gives them authority over (and the states have control over what the constitution says - it being changeable only by 3/4th of state legislatures agreeing to a change), state governments have authority over everything else.
Over the years the federal government has found creative ways to extend various authorities (trade being one of them) into other areas that were never explicitly mentioned. They do this mainly through soft forms, such as writing these laws that had to do with things they have authority over under specific circumstances and then asking states to simply make their own state laws conform to this, in return for federal funding/political favors/etc.

What all this means is that there are things which are perfectly legal to do in a state, but which are illegal to do federally, so as long as you stay safely out of federal jurisdiction you are ok. Things that might put you into federal jurisdiction include.
1. doing these things on federal land
2. crossing a state border while doing these things

The exact rules are nebulous because nobody wants to push the issue. The federal government insists it has many powers, and hopes states go along with it, but will often back down because they dont want to risk losing the illusion of maybe having authority by getting a court to flat out say they have none at all on the matter.

It does get a little sticky and is an issue when you have state power separate from federal power.
For the most part, it works out. When it doesn't, it simply looks like the marijuana laws; some states have it, some states don't. The federal government already has VERY specific jurisdictions in place where they can't really enforce the laws outside of specific situations so pot smokers only really need to follow local laws.
Think of it like an actual union that works, unlike the EU.

Something that would make sense would be one of those two options :
