Actually genetics mostly determine intelligence LIMIT is. Obviously if you never received an education you won't be too bright. Some things must be learned, but it'd be a lie to say some people are disadvantaged genetically. At the end of the day IQ doesn't matter a whole lot, because being intelligent does not necessarily guarantee success in life, and sitting on your ass and doing nothing will get you nowhere fast whether your IQ is low or not. Ambition, persistence, and dedication are all important variables to consider.

Maybe to an extent. Some never lift weights and are muscular. Some lift all the time and look weak. When people cited IQ studies I believe they're talking about the distribution across populations. In US, public schools are pretty much standard. Some better due to parent participation and teaching children before they even started school. The differences are cultural in my opinion.
