Lowers incentive to work and does at least 1 of two things:
1. damages the economy by taxing high enough to pay for the program
2. destroys the credit rating of the us by exploding an already enormous debt, decreasing investment until the ponzi scheme that is the american economy collapses and the govt. defaults on it's debt
Yang lies about the numbers when he explains how it will be paid for. A particularly interesting part of his plan is to implement a federal value added tax, which is a consumption tax. 90% of federal tax revenues are income taxes. States accrue tax revenues mainly from consumption taxes like sales tax. This means that you will either 1. pay federal and state/local consumption taxes on everything you buy or 2. states will lower or not charge consumption taxes. If 2. then states will not be able to fund public ventures, and the responsibilities of state governments will move to the federal government, which will grow it's debt even larger in order to pay for new federal programs to solve state level issues.
As with almost all government intervention in the economy, it doesn't work.

The US cant afford UBI though, because we pay for all the defense of Israel and NATO. It's why the US usually cant afford stuff.
