Armed satellites are dumb, it would cost many times more to put a nuke in space than it does to make an ICBM. ICBMs go into a very low orbit that isn't sustainable for more than a couple of minutes. Putting a comparable payload into a stable orbit would require a rocket two to three times as large and as expensive. There's a reason they haven't done it.
