I run my own business and am now at the point where I'm doing reasonably well. VAT tax means I'll have more overhead every year because of my increased tax burden. One of the ways to offset that, is to pass that on to the comsumer by increasing my prices or cutting wages. I think that I wouldn't mind increasing prices because everyone is gonna be walking around with 1000 extra dollars. I'd imagine if many companies did the same, 1000 dollars could become the new 0 dollars.

$1000 can't become the new $0. That would mean the dollar is worthless.
There will probably be some degree of inflation for lower income consumers, but as long as everyone is given some minimum purchasing power across the board, the same idea is effectively implemented.
There already is a net wealth transfer to those on welfare, and while this will continue, it would also probably reduce the degree of wealth transfer for most working people since they'd also be receiving the benefits themselves.
Honestly though something like this has never been tried, and I'm curious to see what would happen.
