The previously stated points are true, complex, observable, and worthy of discussion, but in regards to the initial question (that being the Goal of Progressives) they are irrelevant. There is no top down leadership managing The Progress. A quote from Jean Raspail puts it quite nicely:

This quote from The Camp of the Saints puts a very fine point on the issue. For a more modern metaphor, Ghost In The Shell 2nd Gig's "Individual Eleven" plotline works quite well, but imagine each major segment of the Iron Polygon as well as the societal control schemes of religiosity all have a "special book" that ignites in certain readers the desire to act.

They say they hate the West because it is warlike, imperialistic, sexist, ethnocentric and so forth, but where these same faults appear in socialist countries or in primitive cultures, the leftist finds excuses for them, or at best he grudgingly admits that they exist; whereas he enthusiastically points out (and often greatly exaggerates) these faults where they appear in Western civilization. Thus it is clear that these faults are not the leftist's real motive for hating America and the West. He hates America and the West because they are strong and successful.

Words like "self-confidence," "self-reliance," "initiative," "enterprise," "optimism," etc., play little role in the liberal and leftist vocabulary. The leftist is anti-individualistic, pro-collectivist. He wants society to solve everyone's problems for them, satisfy everyone's needs for them, take care of them. He is not the sort of person who has an inner sense of confidence in his ability to solve his own problems and satisfy his own needs. what they are actually trying to push for is an aggressive form of equal opportunity. It's not acceptable to them that everyone has equal access and faces the same hurdles to get to where they want to go, they have to evaluate each person vs another to give certain people a head-start or a gimmie dat. Essentially the methods they use to bring this about are akin to hedge fund management is to the financial world.
Their form of equal opportunity is notoriously known for being unstable. Many of them constantly use "that not true [x]" argumentation style whenever it fails - and it fails often. Moreover, the highly intelligent are often attracted to this mode of thought, because they think they can control it.
They have models which try and describe reality, but they forget their models are NOT reality - they can miss something not in the model, and they often do miss something.
So they try to stop, at no end and no matter the cost, to bring this form of equal opportunity about.
The problem, the crux, is they have to value one person's life vs another, and that just isn't possible to do. They will SAY they do know how to do this, but they truly don't because it's impossible.
People in charge of their own lives are more in tune to their needs than anyone else - not them.
