Well in the case that I had unlimited funds, and power we'd be existing in a post scarcity economy, and homelessness would be a exotic lifestyle choice like veganism. It'd be a very different problem if it even was one at all in this mystical scenario. If we are talking about reality where the cost of actions you propose to solve problems have to be less than the problem itself, well It'd be a combination of permitting religious communities to help these people as opposed to arresting them for feeding people without the appropriate paperwork, then denying them the paperwork because of their criminal history. Permitting mental institutions to commit individuals who are a danger to themselves, and those around them. Requiring them to make detailed records of people who are in their institutions, and that anyone who signs a non disclosure agreement that bars them from sharing information about these cases outside of criminal proceedings against the institutions themselves to prevent abuse, and neglect be able to access these records.

Homelessness in places like Seattle is not a issue of funding, or tactics. It is a issue of the city intentionally creating, and perpetuating a group to be used as political pawns.
