It was the Parliament, not the Senate, which for once is trying to piss off Macron for months now.
LaREM has the majority in the Parliament, so debate after debate after debat they stall the discussions until ridiculous hours, then, dince most of the majority deputies are from Paris itself, they used that to won the votes by just being there.

There is simply no quorum required for a law to pass.
