my understanding of OP's pic is that the germans were lined up, being guarded. off camera, a german tried to flee and was shot, when he was shot, thinking they were going to be machine gunned, most of the lined up germans fell to the ground. as you can see, there are still a few standing up. if you ever see the complete series of pics, you will see them standing back up. if that machine was indeed cutting them down, there would be gun smoke coming out of the barrel and smoke all around the gunner.
