Carter was the last decent Democrat. He made some efforts at deregulation including the deregulation that allows for microbrew and homebrew beer.

But he was pretty weak on foreign policy. He didn't deal with the Soviets as effectively as Reagan, he failed to handle the Iranian hostage crisis and he handed over the Panama canal zone and let Noriega come to power.

Still he was probably the last truly moral and honest president we had.
