Your use of eugenics is in removing reproductive rights from others, and therefore negative and maintaining the "dirty" connotation of the word.

If you wish to open the idea of eugenics you instead should focus on "positive" eugenics. That would be NOT removing and privileges from others and instead offering positive incentives for individuals who meet criterion X, Y, or Z.
