the problem is that the book largely focuses on the pre-arab spring era of the organization and on the first years of the war (since it came in 2015) with only a small part focusing on the military organization etc.

I don't think I can provide any other source, since all I've learned comes from all kinds of articles, documentaries etc.
However in most cases I've found the foreign fighters being largely treated as a special category within the IS structures, especially those coming from outside of Middle East.
At the very beginning of the civil war, it seems that it was the continuation of zarqawian structures that played the major role, and it was after the major expansion when both the big influx of foreigners occur and when IS started conscripting locals in larger numbers.
Of course since many of the conscripts didn't join voluntarily and likely all the foreigners did, their combat value might vary but when it comes to the actual numbers i'd be really surprised to see foreigners to make a majority of their manpower (despite goverments of Iraq and Syria like to overstate their ratio for their own purposes)
