Yup. Anyone who says it was up to Mueller to declare his guilt is BSing. The most Mueller could ever do for any case was recommend pressing charges, which an AG or prosecutor would then make a final decision on. His recommendation on Obstruction was not in favor, though he also spun it by not explicitly opposing it. His bosses decided it all the same, just like they decided on Manafort.
