your point is correct, although the primary method of doing this is becoming a "source" by making a few phone calls to various newsrooms and getting whatever message you want printed uncritically and attributed to "a confidential source in a three letter agency". Reporters will continue to publish the information verbatim, they get to keep their "source" and make an easy living printing whatever information gets disseminated to them.

What's even more annoying is that the appointment of a special counsel effectively created a temporary 4th branch of government, based on the whims of a single man, Rosenstein. A branch more powerful than all the other branches, because it was entirely unaccountable to elected representatives, both in budget and in scope.
The Founders designed the Executive branch to be unitary, the subordinates are expected to be loyal and follow orders, all power in that branch flows from the President's election, since he is the only person in the branch who actually is elected and thus acts on behalf of the electorate, and he confers some of that power to subordinates via appointment. The subordinates are kept in check by the President, because the President has to worry about reelection and the behavior of his subordinates reflects upon him, and also has to worry about being impeached or ruled against by the judiciary. With Mueller you effectively had an Executive branch official operating with no check on his powers whatsoever. That alone would be bad enough, but he was operating with the intent to overturn the votes of 70 million people.
The entire concept of a special counsel is an utter perversion of the checks and balances designed by the Founders. They intended the legislature to be the check on executive power, not insubordination and chaos within the Executive branch. An Executive can't be very effective if it's in a civil war and constantly trying to sabotage itself. The Executive is designed to be decisive and quick to act, which is why the Executive is in charge of things like military strategy, strategic command, etc. Which is to be tempered by the slow moving nature of Congress.

Probably because of legal limitations (assuming Barr is lying)
Exoneration is something you do after a person is convicted or otherwise found guilty. For example, if somebody has spent years in prison for murder but then DNA evidence is uncovered proving that inmate didn't do it then he is exonerated. After years of due process, Mueller had nothing on Trump. Trump can't be exonerated because there is nothing to exonerate him for since there was no collusion.
When somebody is found "not guilty" it means they are innocent rather than exonerated because in order to be exonerated you first must be found guilty. It's just semantics from Democrats on damage control. They have to keep saying "b-but glumph wasn't exonerated!" so it isn't blatantly obvious the investigation was baseless nonsense only meant to obstruct Trump.
They want a bunch of new names to harass. The full report would give them all the dead leads and rumors.
