Those Rankings mean absolutely nothing because European universities don't use the Anglo system, which means that most profitable stuff done there is funded and thus owned by companies.

The west has so many universities, yet it still struggles to get any specialist workers / employees on its own. Instead it imports those people from the very countries which have no universities at all. Quite weird, huh?

Yeah, it worked fine in soviet times, where each industry had their demand for certain specialists, government created universities to produce said specialists in exact number, and then they were mandatory assigned to their positions.
But when union crashed, most industries went down with it, but not universities. They did not want to give up their funding and kept pumping put inadequate numbers of inadequate degrees, and people keep going there by force of habit.

My family is from Poland and moved to Germany shortly before the SU collapsed. When my mother transfered to a university here, she was shocked how completely retarded the German students were and how low the standards and demands were in comparison. Everyone was a slacker, no ambition and no ability. Western education is a joke and has always relied on brain draining poorer countries.

There are literally half a dozen of university ranking annual publications.

Romania has two in top 300 according to Shanghai Rankings
And one in top 500 according to The Times Higher Education World Rankings.
