If a person were wanting to release something after a certain act were committed or time had past, they might be able to set up an email account to spam other email accounts. They would then be using the same strategy which a call centre uses, except there would be an interest in receiving the information. Even if the people who received the information did not want to receive it, they would still have information from the media (if it were information which required a news cycle about) about its existence.
One issue with this is whether the email host would be able to ‘pull back’ all of the spam messages sent. It may be possible to prevent this by using a several email hosts.
