It's an non-organic meme designed to originally associate people who use the meme with that of the Joker from the film The Dark Knight Rises.
In the Dark Knight, the Joker is seen as the ultimate opposition to that of order and law and justice, which must be stopped at every chance. By associating the Clown Pepe with us the fact of the matter is that people will see the users of the Meme as "Jokers" - people seeking only anarchy and chaos who must be stopped at any chance they can.
The meme itself has been adopted in it's own way. Some of us have embraced it - partially being due to the fact that there's a lot of younger people on this board who are still in high school. Others embrace the Joker's ideology from the Dark Knight in the same manner as the Anarchists of the early 20th century came to believe.
But it by no means an organic meme originating on this board.
