Sort of, but they more or less direct people how to donate and those people donate direct to candidates.
Don’t get me wrong they still take in and move a lot of money, but they are most effective in just telling people who to donate to. Someone could go to an AIPAC dinner with a candidate speaking and then just write that candidate a check.

No one officially tracks it, that’s the thing, except the campaigns. There isn’t a government record of how much a PAC bundles, at say a dinner they organized, just the record of the direct donation.
The bundlers keep records, but they aren’t obligated to share them if a dinner party guest donates directly to the candidate.
