DoJ is not like the rest of us. They don't just talk. They released prepared statements. When they speak in public, they are reading a prepared statement. Every single word in a DoJ statement is there for a reason. There are no extra or unnecessary words. Their statements can often be highly misleading, but will always be factually correct, so you have to read them very carefully to understand their meaning.

Mueller didn't judge the President because that wasn't his job. Judging the President is up to Congress. Mueller just found all the facts. He is supposed to give them to Congress.
