What a silly question. The native population is already discouraged from having offspring. Either intentionally or not, high tax rates, pushing women into the work force, and debt based economics causing inflation to devalue currency discourages reproduction, as the biggest factor for having children is money, and women need to stay home to raise at least 2, preferably 3 children to stay ahead. So encouraging the native population would require substantial change to everything, including being fiscally conservative, as in less social programs and lower taxes, and somehow solving the wage stagnation problem. But that's political suicide in a democracy. People will "vote for their own interests" as the left would say, meaning the gibs and high tax rates on "rich people", and schlomo shekelstein economists want women working and would undoubtedly be opposed to economic reform to fix wage stagnation. I'd argue current rich people, as in people who make over 100k per year, are closer to the middle classes of several generations ago, accounting for wage stagnation and inflation.
