1) The question becomes will the agencies under Trump enforce his wishes, or side with the Court orders? If they side with the Courts, will he fire them? How many will resign in protest? It will make the Saturday Night Massacre look like a walk in the park. He may now have to replace cabinet-level or senate-confirmed portions, too. Good fucking luck with that.
2) Let's assume the agencies work with Trump. The court can now issue a contempt order against the administration. Federal Marshals can be used to arrest those in contempt and non-compliance. Will they arrest just the agency heads? Or will they try to arrest POTUS? Will the SS allow it? How about the Marines at the White House? Are they going to site with the Constitution (as interpreted by the court) or the President?
3) Being co-equal branches of government, the moment Trump decides to ignore the law the third branch (Congress) will step in and effect his removal. That is their role and obligation as clearly it would qualify as a 'high crime and misdemeanor.'
