Yeah, it's definitely safe if you're street wise. You can't take a taxi and must Uber everywhere, which is illegal but safe. I lived in Zona T, which, like Park 93, is as safe as any upscale area in any American city. La Candelaria gets pretty dicey at night and you really shouldn't be walking around with your phone, camera, etc out. Usually robbers will approach you on motorbikes and do a quick hit and run attack. The city is fun though and Zona T on a Friday and Saturday night gets crazy.
