It has to do with conditioning. People still post 'loli' on /b which is essentially CP in cartoon form. Once you see it enough it wont be difficult to shift to the actual thing. Mods need to get their head out of their ass and recognise loli for what it is, a conditioning tool. For gore content its exactly the same. Start with pics then gifs/webm then small clips then full vids. Slow conditioning allows you to thing 'ah thats normal' lets move on.
If mods applied the same rules as gore to CP then ud have considerably less people thinking 'ah thats just like x game/movie' its all good. And the cycle continues.

That was because a movie that an adult would watch would be one that you would be happy for a kid to see too.
