They have litterally nothing in common. If anything, use and building of nucklear power plants all around the world should be promoted and be a desirable goal. The only "scandalous" think about Saudis building power plants, is incompetend bankrupt hacks of Westinghouse making them instead of Areva or Rosatom, but thats expected given politics.

They are easily maintained and locally operated everywhere, the only real matter is who is supplier of fuel - and even there you have choice, also its not recommended to buy fuel from company other than the one who built the reactor. Rosatom alone is working on 42 nuclear power plants atm - its routine.
Hell, we even load nucklear submarines to serve as emergency power generators in areas its needed and have FLOATING nuclear power plant by now.
The issue with Nuclear energy at modern is just one - Uranium is not as available as it would appear, litterally most of it is located in a single country (kazachstan) and if rise of consumption of it would drasticly rise, it`ll be over before Oil/Gas would be
