There are specific arms treaties on this, but it's not that hard to figure it out. Rule of thumb is one contractor can bring in one sidearm and one rifle without breaking any international treaties.
Either be ready to take a lot of flights if you want to keep everything relatively off the books (fly in with rifle/sidearm, do it again in 3 days), or have the local police chief "request" your services and more arms/ammunition that you will also conveniently import.
