I find this hard to believe considering Kraków is relatively clean. Smoking, however, is a serious social issue and I will agree with you there. The worst part of Kraków is that the British tourists simply do not behave and completely trash the "Old Town" area.

Outside of that though it's a rather nice city. There is a pollution issue but this has more to do with societal transition so I am optimistic that the air quality will steadily improve over the next decade.
