For the initial design of the highways, we explicitly chose a less durable construction method, because the initial cost was lower. The Autobahn went with the longer lasting set up. Then everyone was super surprised when that all went exactly as expected, and since then, maintenance has continued to fall behind.
There are actually specific requirements on how money can be spent. It's not just a "roads" budget. It's road maintenance and then road building. For example, my town currently has 6 million dollar grant from the federal government for road construction. As in new roads. They've had to close several existing ones, because they can't afford to maintain them. America.
