Prohibition causes crime not because it criminalizes possession. Mere possession wouldn't be reported as a crime because absent other factors, it isn't noticed or prosecuted. Cartels chopping heads, machine-gunning villages and killing cops is prohibition-driven crime. Illegal gun sales. Drug-deals gone wrong where violence occurs, because you can't just buy from a company.
Black markets also drive prices way up. Cheaper drugs means substantially less theft, homelessness, related crime. Also, the tax revenue would be instrumental in improving the enforcement of actual crimes, the non-victimless kind.
Noone has any business prohibiting a consensual transaction between adults. Drug stores and brothels should be taxed like any other business, though, and regulated just like alcohol. Perhaps with stronger prevention programs for underagers.

Speaking as someone who used to help the homeless, I can confirm most of them are human garbage. Most of them don't want help. They actually love being scumbags. It's why they're homeless in the first place. Not because they're down on their luck. Very few of them are down on their luck. and those are the few who actually want help and stop being homeless.

In my hometown of Olympian, which shares Seattle's homeless plague, we're losing businesses and crime is rising because of the homeless. The hipster-led anarchist gangs bully local businesses and the city council to make sure homeless people are treated like perpetual children.

Most of the homeless fall into three categories:

1) Felons. Instead of being in prison where they belong, they're let back on the streets to do whatever.

2) Mental patients. Like the felons, they belong in an institution, not the streets.

3) Creeps. These people don't have mental illnesses or criminal records, they're just shitty people who don't care about anyone else.

The reality is that most homeless people are bad. A better way to put it is that they're homeless because they're bad people.

I know Methadone treatment as an intermediate step to alleviate withdrawal symptoms to ease the process of kicking your habit, but after that is done, the Methadone gets phased out and the Junkies become completely drug-free.
Programs like these have been used for decades in Europe, with similarly high retention rates.

The example used of how law enforcement and intervention could be used successfully is the rhode island department of correction's medically assisted treatment program. Inmates in the program are prescribed methadone while doing counseling and continue this treatment after they get out of jail.
This program was created by democratic Rhode Island Governor Gina M. Raimondo and her Overdose Prevention and Intervention Task Force. Josiah Rich, top expert advisor to this task force, staunchly rejects increased law enforcement and harsher penalties as the remedy (providencejournal.com/opinion/20180530/our-turn-zoe-weiss-and-josiah-rich-revenge-will-not-fix-opioid-crisis). They even say at the end "you cant arrest your way out of the problem."
