The mechanics of socialism literally cause a break down in public services and utilities. As the rich flee, and tax revenue is no longer able to keep up with upkeep. It also has a negative effect on production, to the point where shortages are common. This also has a negative effect on tax revenue.

The government is then forced into taking on mass amount of debt, and then printing substantial amounts of currency to pay off said debt causing hyperinflation.

Since the currency is worthless, there is literally no motivation for anyone to work. Thus you have a clusterfuck of No workers to do the job, no parts due to shortages and no money to even buy materials needed. So everything falls into disrepair, especially systems that require regular maintenence like power grids.

Long story short, the CIA wouldn't have to do anything other than wait for shit to break down.

Socialism erodes motivations to obtain skills to repair electric cables. Since electric cables are not being repaired they break. The profit motive in capitalism means people will be happy to repair cables instead of being forced to under socialism.
