My interpretation of the name is more like, a command for a peaceful Japanese society.
和 means not only peace but also Japan and Japanese culture. For example 和食 means Japanese food and 和風 means Japanese-style.

This is also the same rei as that in 法令 (law), and means to order or command.
So it seems like an affirmation of Japanese peaceful nationalism, and the rule of law.

令 (rei) means order/decree/command.
和 means peace/Japan/Japanese culture.
Each era encompasses the reign of a particular emperor. Right now it's the 平成 (heisei) era which means 'growing evenly and peacefully'. Next month is the start of the 令和 era.

Japan isn't a great example of strict monarchy. The emperor is essentially powerless. The family maintains large land holdings but even those belong to the state.
They receive a budget from the Diet every year which is taken from taxes.
In return, they perform various ceremonial services. It is difficult to ascertain what real power they hold if any.
That being said, living in Japan has made me an ethno nationalist.
Japan red pills expats living here more quickly than any other on the ideas of "racism" and "ethno-nationalism."

令 also has the meaning of よい/りっぱな, good/splendid, as in 令名 or 令嬢:

And it is taken from the word 令月, which means

So I think the 令 in 令和 probably has this meaning of "good" or "auspicious."
