Is it a public washing machine? If so thats why

Nope, it's included in the room I rent

Sometimes my clothes really start to stink around the armpit area
I just soak the areas with 70% alcohol which kills the smell

When you say "still come out smelly" what do you mean? Mine still come out smelly when they're wet but when they dry they smell like normal.

Either you are not putting enough detergent in or you are over filling the washing machine. Try doing 2/3 of what you have been. Take a bit more time, but actually get clean clothes

Use enough detergent.
Don't overfill it.
Take the clothes out immediately when the cycle is finished. You need to dry them promptly or mildew will form and that stinks.
Use dryer sheets in the dryer, costs extra money but it makes clothes smell fresh af

Firstly, run a cleaning cycle. That's typically a full hot cycle with nothing in it. You'll need to do this every few months; we do it monthly but we've got 4 kids so lots of washing and a 10kg top loader, don't know much about front loaders sorry.
Make sure you're using the correct amount of detergent. Too much or too little will mean that it won't wash properly. Some cheaper detergents are pretty shit, try a few different brands.
Make sure you aren't leaving wet stuff to go rank, hang it or put it in the dryer as soon as it's done.
Make sure you're not leaving your dirty clothes in the hamper for too long as well, or else they can become ingrained with stench.

I don't think it's able to do hot water actually

Make sure your machine is clean, then use some Arm and Hammer detergent.
I do mine in a laundrymat. It always comes out smelling fresh.

My clothes used to come out smelly too op. I just started adding more detergent and some fabric conditioner.

This is a japanese washing machine which means that OP is probably there. Japan's sort of notorious for having mold stank in areas where there's water. Bathrooms, laundry rooms, kitchens, etc. Clothes dryers aren't really used there, so they hang their shit up to dry.

I would suggest getting smelly fabric softeners and those smelly-beads that you can add into your wash loads. Try to hang your clothes up in the sun so that the bacteria can help burn off any stank that may be left behind.

It's also very likely that your washing machine has some internal areas that don't ever fully dry after you finish a load. If you can, leave the lid open and open windows and let air into the washing machine so that the mold doesn't grow further. You may also have to go out to the store and buy a special washing machine solution (like in my picture) to help you kill off mold.

Basically, allow more fresh air in your house. Japan is great to visit, but sucks to live in.

Baking soda and soda ash+whatever detergent you use

The room I live in is placed in the shade of another building, so it's physically impossible for sunlight to get there
