Now we know that the the original book had 284 pages and the sanitized version the CIA released has only 56 pages, meaning something like 20% of the book is all we have available. Could it be that the author was able to give a prediction about when this next cataclysm would occur? The prediction for the next cataclysm could be waiting to be discovered in that book.

You don't seem to understand what the work proposes. It suggests the earth's crust will break free of the mantle, and the ice caps will draw toward the equator. The air and water will keep rotating with the earth, however, as it had been, thus creating the 1000 mile per hour "same direction" wind. The earth only rotates in one direction so that's why you get that.

Seismology protip: earthquakes are always happening and you can almost always vaguely predict when they are going to happen if you know where the fault lines/plates are. The 1960s is when this science really started getting main stream funding and access to modern technology so someone being able to do that then was probably considered a wizard. But in contemporary terms, its not really impressive that the dude was able to predict earthquakes, not by their location or roughly by their date.
