- Have maintained a stable union for at least two years
- Have a sufficient income to ensure a good situation to their child
- One of the parents should have at least a Master degree to provide proper education
- Their crime records must be clean

For the second children the parents will have to pass inspections to make sure they raise their first child well.

I like the rest, Master Degree is a bit high, though. You can still be retarded and have a Master's Degree, especially if you make everybody get one.
