The income based plans have you pay an amount that's affordable figured by income. These plans promise that after 25 years of on-time payments (including reverification of income every year, etc) that the loan will be forgiven.

Except that the unsubsidized loans continue to accrue interest and when the 25 years is over that "forgiven amount" is now taxable income you have to report on that years tax forms.

Easy.
1. Pay off any federal school loan debts of anyone who has paid off more than 50% of their loan. No matter the amount.
2. Now that the books are cleared of them, go after those who are not paying their amount at all.

This will get those who would pay off home loans, car loans etc freed up to allow for better market rebound. The losers who dont pay off 50% are those you might find may never pay off said loans.
